How it is measured
Tier 3a, one GET; follow redirects and read the final scheme. Denominator: has_web.
Why it matters
A valid certificate is worthless if the site still answers on port 80 — visitors and links arrive over HTTP and are never upgraded. HTTPS is "installed" but optional.
The base rate
Two independent populations. The global, domain-anchored figure is unbiased; the company-anchored figures are built by matching company names to domains and skew toward more digitally-mature firms. Both are published, so the gap is visible.
